摘要: Scarcity is pervasive, experienced by anyone who lacks resources (e.g. money, time). Coping with scarcity poses budgetary concerns and preoccupations, consumes cognitive resources, and as a result elicits a range of counter-productive behaviors such as negligence and poor planning. In this talk, I present a cognitive framework that demonstrates that scarcity elicits attentional tradeoffs, leading to heightened focus and better memory recall, but also causing neglect and forgetting of beneficial information. These cognitive impacts are particularly problematic because they can further perpetuate the condition of scarcity, resulting in a vicious cycle. To mitigate the cognitive effects of scarcity, I discuss a few interventions (e.g., self-affirmation, unconditional cash transfers) with low-income individuals, and provide some suggestions to improve public policy and services for low-income individuals.
